GENERAL From Bob Coupland – Chair South Coast School Sport Board
As 2008 draws to a close we reflect on another successful year for South Coast School Sport. In celebrating our success this year we recognise the hard work and dedication of a range of people including the Regional Sports Officer Julie Henderson and Sports Office Staff Vivien Weston, Sandra Lakeland and Sue Johnston. Their efforts provide the organisational framework for school sport to operate in this region. They do this superbly in an increasingly more complex and demanding environment.
Coaches, managers, district chairs, secretaries, treasurers and board members continue to give freely of their time to ensure that South Coast School Sport continues it’s tradition of high quality performance both on and off the sporting field.
As in previous years our students have excelled on the sporting field and many have been rewarded by gaining selection in the various sport-specific Queensland or Australian Teams in 2008. Whilst this newsletter and previous newsletters have highlighted these successful performances it is appropriate that we congratulate everyone involved with school sport from those who participate in interschool sport to those who are successful at the highest level.
Apart from our on field success the highlight of 2008 was our 21st Year Gala Dinner and the awarding of life memberships for the first time. Thank you to Julie, Viv, Sandra and Sue for organizing this exceptional event, Mark Henderson for hosting the evening and special guests Mayor Ron Clarke, Shane Webke, Sally McLellan, Adam Darragh, Ashleigh Gentle and Peter Norman.

Finally I take this opportunity to wish everyone a Merry Christmas and a great holiday knowing that the organisation is certainly well underway for another successful year in 2009.
21st YEAR OF SOUTH COAST SCHOOL SPORT
2008 marked the 21st year of operation of South Coast School Sport. To celebrate this occasion, a Gala Dinner Night was held on Tuesday, 28 October at Southport Sharks Function Centre. 135 past and present South Coast officials, executive members, RSSOs , teachers, administrators and other community members attended this night. The audience both appreciated the attendance and wisdom provided by the elite sports people invited on the night. Our guest speaker, Shane Webcke, was extremely well received, as were the sports panel made up of Ron Clarke, Sally McLellan, Adam Darragh and students, Peter Norman and Ashleigh Gentle. They gave a personal insight into their sporting career, often including their involvement in school sport.
HISTORY
The South Coast School Sport region was first established in 1988. At that time, it encompassed all the schools that are presently in our region plus the majority of schools in the Logan area. The inaugural meeting of Queensland School Sport Council—South Coast , having separated from Brisbane South, was held on Wednesday, 17 February 1988. Our unique regional colours of aqua, maroon and gold were chosen at this time.
A number of reviews of the management of school sport have occurred over the years. Following a statewide review in 1998, it was agreed that a “regional” structure be maintained for school sport , with the formation of a 12th sporting region and the formation of School Sport Boards. This restructure saw changes to regional boundaries with South Coast losing 24 primary schools and 9 secondary schools to either Metropolitan East or Metropolitan West and gaining 12 primary schools from Met West.
Geographically, the region presently extends from the Shailer Park / Beenleigh area in the north, south to the border , east to the coast and west to Beaudesert. South Coast School Sport now operates across two Education Queensland District boundaries- Gold Coast District in its entirety and approximately 60% of the Logan Albert Beaudesert District.
In the early days the South Coast School Sport Office was initially located in the Australia Fair Education Department Offices. In 1990 the office moved across the road to the grounds of the old Southport SS. Our old buildings were moved and restored in the Owen Park complex. The sports office along with the Gold Coast North District Office ,was relocated to the grounds at Keebra Park SHS , Southport in 1995. This remains its current location.
Presently the region has 50 affiliated secondary schools (21 state and 29 non-state) and 106 affiliated primary schools (71 state and 35 non-state). The combined student enrolment in this sporting region is now almost 90 000. Our region remains divided into 4 primary (Gold Coast North, Gold Coast South, Beenleigh & Beaudesert) and 4 secondary (Oceanic, Broadwater, Hinterland & Pacific) sporting districts. A fifth secondary (Independent) district becomes involved for swimming, cross country and track and field only.
The region can quite rightly be very proud of its achievements throughout the years. Since 1988, we have participated in approx. 900 state championships, hosted approx. 90 state or national championships and have had in excess of 20 000 students represent the region. Our success rate is one that we can be rightly proud of, with 50- 70% of our teams placing in the top three each year .
During the last 21 years of South Coast School sport we have seen the respective South Coast School Sport Council / Board, South Coast Primary School Sport & South Coast Secondary School Sport steered by a number of very dedicated individuals. They include the following :
2008 RESULTS
This year has been an exceptional year with the South Coast School Sport region winning 19 championships and finishing in the top 3 places in over 66% of the championships contested. The trophy cabinet in the South Coast School Sport Office is bursting at the seams. Many teachers, parents and students feel quite proud when they see team photos displayed on the wall as well as the immense number of trophies on display. Congratulations to all those teacher officials and students who have contributed to this amazing result.
Each year we have in excess of 4500 students attending our regional trials. From these trials, 1300 students are selected to represent the South Coast region each year. Testament to the outstanding talent that abounds in both our teacher and student ranks, over 200 students attained Queensland and / or Australian team selection this year.
REGIONAL TRIALS
All Regional Convenors must once again be congratulated on the way the regional trials were conducted in 2008. Venues right across our region were utilised again this year. It must be remembered that our region is quite extensive, stretching from Shailer Park in the north to Beaudesert in the west, Coolangatta in the south and east to the ocean.
Our three largest trials- swimming, cross country and track & field would not run as smoothly without the partnership arrangements we have in place with various outside agencies and club personnel. Highly competent and experienced teacher personnel also assist as co-convenors with the Regional Sports Officer for these trials.
2008 saw the Primary & Secondary Regional Cross Country trials combining for the very first time at the Runaway Bay on Thursday, 29 May . It was a great success. We are intending to host the QSS 12yrs & Under Cross Country Championships at this venue in 2009.
STATE CHAMPIONSHIPS HOSTED BY Sth C IN 2008
This has been a big year with respect to the championships that South Coast has hosted. Rain played a major role in two of our championships. All officials involved must be praised for how they overcame these obstacles to still stage highly successful events. The championships hosted this year include.
19yrs Girls Softball (27 – 30 March) -. For the first time ever we have had to import a State Convenor from another region, due to lack of officials in this sport in the region. Adrian O’Connor was very thorough in his organisation and things were made a lot easier due to the contacts he had , especially with respect to umpires. The QSS State Softball Executive were very professional and very easy to work with. Whilst we are thankful all games could proceed, some a little delayed, rain did play a major role in these championships. Despite the hard work of a small band of Gold Coast Softball Assoc. personnel to get the fields up to the appropriate standard, in the end we were unable to ever use their good diamonds due to excessive water on these fields.
19yrs Boys & Girls Volleyball (19 – 22 April) – This State Championships caused some contoversy as a result of our decision to house students requiring accommodation in the Runaway Bay Sports Super Centre. The undetermined finishing time of this sport each day, decreased expense due to billeting buses not being required and the billeting load in the region were all factors that were taken into consideration. At the pre- carnival meeting a number of officials voiced concerns over having to stay with students and be responsible for 24 hour supervision. The positives associated with this facility and its close access to the playing venue were often overlooked. We will in future years have to seek approval from the QSSC should we wish to use camp accommodation instead of billeting. Anneline Oberholzer, as State Convenor, was extremely organised, ensuring that no issue was overlooked. Unfortunately, a couple of instances on the last night of the championships saw disciplinary action occurring back in the visiting regions involved.
12yrs Boys & Girls Touch (23 – 26 July) – Drina Brady- Upper Coomera State College (State Touch Convenor) and Kerry Norman – St Francis Xavier School- worked extremely hard to ensure that we hosted a very successful and smooth running 12yrs & U Touch championship, involving over 280 students in 24 teams. Despite the most thorough plans being in place, the first day of the championships will possibly be remembered as the coldest day of the year,and this was followed by the wettest day of the year. Due to torrential rain, play was abandoned after Round 1 on the second day. The assistance of the Gold Coast Touch Association, South Qld & Border District Touch Association, Touch Queensland and associated personnel must be acknowledged in helping move the entire championships down to the sand based Mallawa Drive, Palm Beach fields for the Friday and Saturday. The logistics associated with this task was mammoth. The games were shortened on the Friday allowing us to catch up with the missed rounds . They are both to be congratulated on the very thorough and professional manner in which they tackled their roles in the most trying of circumstances.
15yrs Boys & Girls Basketball (7 – 10 August) – Once again, we have been extremely fortunate with the choice of State Convenor, Janelle Bressow – Mudgeeraba Creek (State Basketball Convenor) was again very thorough in her organisation. Apart from a couple of issues that were no fault of the convenor, including a bacterial meningococcal scare and a possible spinal injury, this championship ran very smoothly from start to finish. Again this was a large championship involving 20 teams and over 220 students.

Whilst billeting still continues to cause some angst, the billeting program ran smoother this year than any other year. We aim to inform all schools of their billeting obligations late in the year prior to the championships. We also acknowledge that this is not the only obligation that schools have with respect to billeting.
The philosophy of School Sport at both a Queensland School Sport and School Sport Australia level is that the preferred accommodation option for visiting students is billeting. Therefore, despite how difficult the task may be, we still need to endeavour to ensure that schools fulfill their obligation. Approximately 1300 students who go away as members of South Coast teams to championships around the state also benefit from this accommodation option. All students have the potential to benefit from a social, educational and financial perspective.
MANAGER’S RECOMMENDATIONS
We continually strive to improve our operation. In order to achieve this, we rely on receiving reports from all Regional Convenors / Team Managers. These reports, amongst other things, suggest recommendations in relation to the sport specific trials or regional teams. Every recommendation is discussed at the AGM of South Coast Primary and South Coast Secondary School Sport. Any approved recommendations are either operationalised and/or submitted to the South Coast School Sport Board if changes to policies are required. A copy of these will be disseminated to all schools and 2008 officials later this year.
SPORT SPECIFIC SELECTION POLICIES
Teacher officials are to be reminded of our selection policy. Please pass this information on to students when and if required. The policy states that:
In order for a student to gain selection in a South Coast team, the students must attend the Regional trials unless:
1. Students are away at a sporting event of a higher level in a Queensland School Sport event (not necessarily the same sport)
Or
2. The student presents a medical certificate prior to the start of competition on the day of the trials.
NB.(#2 only applies for all Team Sports & * Sec T&F with additional specific criteria)
Swimming, Cross Country & PTF– Selection Policy
NB.# 2 above does not apply for Swimming, Cross Country or Primary T&F
NB. For these sports No medical certificates will be accepted.
For these sports students must attend the regional trials in order to gain selection unless # 1 above applies.
NEW SPORTS & NON - PARTICIPATION in SOME SPORTS
The SCSSB will publish criteria for the introduction of new sports. Both human and financial resources are being pushed to the limit with respect to the sports program offered to students both within the region and Queensland. A survey has recently been undertaken to examine the number of districts and / or the numbers of students involved in the various regional trials conducted by South Coast in 2008. Rationalisation of some sports may come in the near future in order to accommodate new sports being offered. In 2009, 15yrs Football has been included as a new division, state championship. The availability of teaching personnel also plays a major role in whether we include new sports in future programs, as is indicated in criteria for the introduction of new sports.
I would once again like to remind you that whilst South Coast does not presently enter teams in the Qld School Sport Squash, Orienteering, 15yrs Girls Cricket, 15yrs Girls Football & 12yr Boys Softball State Championships due to lack of widespread interest / involvement of students or teacher officials, there is still an avenue for very talented students in these sports to possibly be considered for inclusion upon negotiation in either another region or as part of a President’s team. Please contact the South Coast School Sport Office should you require further information.
STUDENTS WITH DISABILITIES (SWD)
We are somewhat disappointed with the lack of involvement of students with disabilities in the region and would love to encourage more involvement or opportunities for these students. The South Coast School Sport SWD delegate is keen to assist schools or students gaining access to the programs offered. They include swimming, cross country and track & field.

FUTURE STATE GREATS
The Future State Greats (FSG) program has operated since 2003 with 144 athletes from all over Queensland recognised thus far for their athletic achievements. The Queensland School Sport Foundation is proud to be able to recognise outstanding sporting achievements and has been able to present each FSG with a cheque for $500.
Only one (1) Primary and one (1) Secondary school student from each sporting region in Queensland receives this award each year. This award is designed to recognise significant achievements and to assist, in a small way, to easing the financial burden that such sporting success brings. The Queensland School Sport Foundation is actively tracking the progress of all athletes as they move from Primary to Secondary schooling and from Secondary schooling to open competition levels.
END OF YEAR PROFESSIONAL DEVELOPMENT
As a result of this years 21st Anniversary Gala Night we will not be holding the regular end of year Regional Officials’ in-service seminar and social gathering.
New officials will need to attend a compulsory in-service on Tuesday, 10 February at the South Coast School Sport Office from 3.45 – 5.00pm. We will be providing an overview of procedures & policies as well as reviewing issues & concerns that have arisen throughout the year
REGIONAL MEETINGS
Should you have any concerns or issues throughout the year, you may like to bring it to the attention of your district delegates to South Coast Primary School Sport or South Coast School Secondary School Sport for operational matters, or South Coast School Sport Board for policy matters. They can then request that the item be included on our agenda for further discussion. The 2009 meeting dates are March, July and November (AGM).
FINANCIAL IN-SERVICE
There has been far less confusion than ever before with respect to the financial arrangements associated with the collection of South Coast School Sport funds. South Coast officials, school administrators, Business Service Managers and bursars should contact Vivien Weston (Sport Support Officer) if they wish to clarify how to accurately process and record funds associated with district sports accounts, regional trials and regional team funds using SIMS, as well as audit requirements and associated documentation.

Districts are encouraged to supply us with appropriate information so that parents can look up dates and venues of district trials, convenors and officials rather than ringing. This information can be included on our website or a link established.
